Antecedentes

Este panel hablará sobre cómo la emergencia humanitaria compleja y de derechos humanos ha dejado atrás las necesidades específicas de las mujeres en Venezuela. A través de seis grupos de mujeres en Venezuela mostraremos la crisis generalizada y su afectación diferenciada en las mujeres y las niñas. Estos grupos vulnerables que pertenecen a seis realidades distintas, pero a una misma crisis, pretenden mostrar el grave retroceso en derechos humanos de las mujeres en el país.

Las organizaciones de la sociedad civil de Venezuela, Prepara Familia, Unión Afirmativa, Centro de Justicia y Paz (Cepaz), Acción Solidaria, Funcamama y Uniandes, representan las necesidades de las madres cuidadoras, las mujeres lesbianas, mujeres de base, mujeres con VIH, mujeres defensoras, mujeres migrantes y refugiadas y mujeres pacientes oncológicas, por lo cual darán su testimonio en primera persona y hablarán sobre las necesidades urgentes de respuesta en los programas humanitarios.

La situación que vive Venezuela representa una crisis multidimensional. Con este panel, se busca mostrar como los derechos y necesidades de las mujeres son invisibilizados en seis áreas específicas. En este evento, se pretende visibilizar cómo actualmente existe un incumplimiento de la Plataforma de Acción de Beijing de 1995 y de sus 12 áreas clave, en las cuales se necesitaban medidas urgentes para garantizar una mayor igualdad y oportunidades para mujeres y hombres, niñas y niños. Las organizaciones de la sociedad civil venezolana que participan en este evento trabajan en el terreno, realizando documentación en el ámbito local y defensa de los derechos humanos y viven de primera mano las afectaciones de derechos a estos grupos específicos de mujeres, que muestran en qué medida la crisis en Venezuela es generalizada y multidimensional.

Con la participación de organizaciones venezolanas en este panel se busca propiciar una discusión entre organizaciones de la sociedad civil, organizaciones internacionales, representantes de misiones y agencias sobre las condiciones y prioridades de atención para el cumplimiento de los compromisos internacionales con respecto a mujeres y niñas en Venezuela. Esta discusión permitiría darle mayor visibilidad a problemáticas invisibles que afectan a las mujeres en Venezuela y que están estrechamente relacionadas con el cumplimiento de las metas de la agenda 2030, las áreas prioritarias de Beijing y la agenda de derechos humanos.

Este panel es organizado gracias a la cooperación entre organizaciones locales y organizaciones internacionales que participan por primera vez en este espacio internacional. El primer intento para la realización de este panel fue suspendido debido a las medidas tomadas por la pandemia de COVID-19

Con su participación en la CSW65 estas organizaciones buscan ampliar la participación de organizaciones de base y líderes locales en estos espacios de acción internacional y mostrar cómo las mujeres lideran en los espacios humanitarios atendiendo a la prioridad de participación que atiende la CWS65. Las organizaciones que harán presencia forman parte de la Red Naranja, una red amplia de organizaciones que trabajan por el derecho de las mujeres a una vida libre de violencia.

El evento también servirá para la presentación de un video que muestran los programas humanitarios y la experiencia comunitaria en una exposición visual que les permitirá a los asistentes vincular apoyos y conexiones concretas con el trabajo en el país y llevar esta discusión a una conversación más amplia en el ámbito internacional.

Objetivos

El propósito de este evento es:

• Visibilizar la problemática que viven los distintos grupos de mujeres en Venezuela debido a la vulneración de sus derechos y de la crisis humanitaria compleja que atraviesa el país.
• Fomentar la participación de organizaciones de base y de mujeres líderes en el nivel local en estos espacios de acción internacional.
• Generar apoyo para los programas humanitarios implementados por estas organizaciones en Venezuela, los cuales benefician a distintos grupos de mujeres.

Invisible Women: the face of Venezuelan women ostracized by the crisis

Background

This panel will discuss how the specific needs of women have been disregarded in the complex humanitarian and human rights crisis in Venezuela. Through the testimony of Venezuelan women from six different groups, this event aims at showing that the generalized crisis has a differentiated impact on women and girls. These vulnerable groups, which show six different realities but suffer the same crisis, intend to demonstrate the serious setback in the human rights of women in the country.

The Venezuelan civil society organizations, Prepara Familia, Unión Afirmativa, Cepaz, Accion Solidaria, Funcamama and Uniandes, represent the needs of caregiving mothers, lesbian women, grassroots women, women with HIV, women human rights defenders, migrant and refugee women and women who are cancer patients. They will give their first-hand testimony and they will discuss some urgent response needs in humanitarian programs.

The situation in Venezuela represents a multidimensional crisis. With this panel, the aim is to show how the rights and needs of women are invisible in six specific areas. This event intends to make visible how there is currently a breach of the 1995 Beijing Platform for Action and its 12 key areas according to which urgent measures were needed to guarantee greater equality and opportunities for women and men, girls and boys. The Venezuelan civil society organizations that participate in this event work on the ground, documenting the situation at the local level and defending human rights. Therefore, they experience first-hand the violations of rights to these specific groups of women that show to what extent the crisis in Venezuela is generalized and multidimensional.

With the participation of Venezuelan organizations in this panel, the aim is to foster a discussion between civil society organizations, international organizations, representatives of missions and agencies on the conditions and priorities of care for the fulfillment of international commitments regarding women and girls in Venezuela. This discussion would allow to give greater visibility to invisible problems that affect women in Venezuela and that are closely related to the fulfillment of the goals of the 2030 agenda, the priority areas of Beijing and the human rights agenda.

This panel is organized thanks to the cooperation between local and international organizations participating for the first time in this international space. The first attempt to hold this panel was suspended due to the measures taken by the Covid-19 pandemic.

With their participation in CSW65, these organizations seek to expand the participation of grassroots organizations and local leaders in these spaces for international action and show how women lead in humanitarian spaces, taking into account the priority of participation that CWS65 addresses. The organizations that will be present are part of the Red Naranja, a broad network of women’s organizations that work to protect women’s right to a life free of violence.

The event will also serve for the presentation of a video showing humanitarian programs and community experience in a visual exhibition that will allow attendees to link concrete supports and connections with work in the country and lead this discussion to a broader conversation in the international arena.

Objectives:

The purpose of this event is:

• To make visible the problems experienced by different groups of women in Venezuela due to the violation of their rights and the complex humanitarian crisis that the country is going through.
• To encourage the participation of grassroots organizations and women leaders at the local level in these spaces for international action.
• To generate support for the humanitarian programs implemented by these organizations in Venezuela, which benefit different groups of women.
